Payroll Estonia: Salary Taxes and Employer Costs 2026

payroll Estonia guide explains 2026 salary taxes, employer payroll costs and reporting deadlines

Payroll in Estonia involves calculating salary deductions, paying employer contributions and reporting payments on time. Our payroll Estonia guide explains the 2026 rules, with one important starting point: an Estonian company does not automatically put every employee under Estonian payroll rules. We must also consider where the person actually works. The Tax and Customs Board explains this distinction.

Once you have found the right person, the practical question is what the hire will cost. We recommend settling that question before agreeing on take-home pay or making the first transfer.

Getting ready for the first payday

We start with the gross salary, which is the amount before employee deductions. Under the Labour Inspectorate’s guidance on wages, the employment contract records gross pay. Wages must be paid at least monthly on the agreed payday.

Where employment registration in Estonia is required, we must complete it no later than the start of work. The Employment Register guidance explains this obligation. Registration should not wait until the first salary payment.

Before payroll is prepared, we recommend giving the accountant the signed agreement and employee details. Agree on a monthly cut-off for changes, so a bonus or absence does not arrive after the calculation has already been approved.

We also suggest agreeing who approves payroll and who makes the bank transfer. Assign responsibility for checking that the return has been submitted. Putting these responsibilities in writing gives everyone a clear role when payday approaches.

Payroll Estonia: salary taxes in 2026

For an ordinary employee covered by Estonian taxation and social security, the employer pays 33% social tax і 0.8% employer unemployment insurance on top of gross salary. These are company costs, not deductions from the employee’s agreed pay.

Employee deductions include 22% income tax і 1.6% unemployment insurance. A funded pension contribution of 2%, 4% or 6% also applies where the employee is liable to contribute. The official 2026 payroll tax rates explain the rates and individual exceptions.

For eligible employees who remain below pensionable age throughout 2026, the general basic exemption is 700 євро на місяць, or €8,400 annually. It no longer decreases as income rises. Employers apply it using the employee’s written request, normally through only one employer. The basic exemption guidance explains the process.

A separate exemption of €776 per month, or €9,312 annually, applies to eligible individuals who are already at pensionable age or reach it during 2026. It applies from the beginning of that calendar year, not only after their birthday. This is not an additional allowance on top of the general exemption. Where it is already applied to pension income, only the unused portion can be applied to wages. The pensionable-age exemption guidance explains the application rules.

Non-resident eligibility needs a separate check. Eligible residents of other European Economic Area countries must provide a residence certificate and application, as explained in the guidance on foreign employees.

Payroll Estonia example: a €2,000 gross salary

For our payroll Estonia example, we use an Estonian tax-resident employee who remains below pensionable age throughout 2026. Estonian social security applies, the pension contribution is 2%, and the full €700 monthly exemption is available.

Using the official rates above, the calculation is:

Salary calculationСума
Gross monthly salary€2,000.00
Employee unemployment insurance, 1.6%€32.00
Funded pension contribution, 2%€40.00
Income tax after deductions and exemption€270.16
Employee take-home pay€1,657.84
Employer social tax, 33%€660.00
Employer unemployment insurance, 0.8%€16.00
Total employer payroll cost€2,676.00

Income tax is calculated on €1,228: gross salary minus employee unemployment insurance, pension contributions and the basic exemption. This is an illustrative calculation, not a universal net salary quotation.

For budgeting, we use €2,676 as the total employer payroll cost. It is not the company’s full employment cost. Equipment and other employment-related expenses sit outside this example.

Two employees may have the same gross salary but different take-home amounts. We therefore keep the company’s budget separate from each employee’s personal deductions and exemptions.

Minimum wage and minimum social tax

Since 1 April 2026, the minimum monthly wage for full-time employment has been €946 gross. The minimum hourly rate is €5.67, according to the official minimum wage guidance.

The minimum social-tax obligation uses a different figure. Its 2026 monthly base is €886, producing a minimum contribution of €292.38 where the obligation applies. We should not assume that a small part-time salary always means proportionately lower social tax. The employee’s circumstances and applicable exceptions matter, as the social tax guidance explains.

Payroll Estonia: monthly reporting and deadlines

We report salary payments through Form TSD. The normal filing deadline is the 10-й день наступного місяця, with the associated payroll taxes also due by the applicable deadline. The Tax and Customs Board explains the process in its TSD reporting guidance.

У "The payment date, rather than the month worked, determines the reporting period. For example, September salary paid on 5 October 2026 belongs to October reporting. Its declaration and payroll taxes are due by 10 November 2026.

From 1 October 2026, TSD salary reporting will move to a new data-based model. Compatible accounting software can transmit payment data directly to e-MTA. The declaration is then generated from the submitted data and approved by the entrepreneur or accountant. Manual entry in e-MTA remains available. The official reporting update explains the changes.

Holiday pay and sickness absence

A fixed salary does not remove the need to review each month’s payroll. Employees generally have at least 28 calendar days of annual leave, with longer entitlements for certain groups. The annual leave guidance sets out the differences.

Holiday pay has its own deadline. It is normally payable by the penultimate working day before leave begins. The employer and employee can agree on a later payment date, but not later than the payday following the use of the leave. We should check the holiday pay rules rather than automatically waiting for the usual payday.

For ordinary sickness absence, the employer generally pays benefit for days four to eight, at 70% of average wages over the preceding six months. The Health Insurance Fund generally pays from day nine. The rules on employer-paid sickness benefit explain the calculation and taxation.

Payroll Estonia for e-resident companies

E-residency is not tax residency. It provides a digital identity, not a blanket exemption from obligations abroad. This distinction appears in the official tax guidance for e-residents.

When an employee lives and works permanently abroad, foreign employer registration and local payroll obligations may arise. We need to review the person’s work location and tax residence before deciding where payments belong. The guidance on working abroad explains why an Estonian employer’s address does not settle the answer.

Social security requires a separate assessment. In cross-border situations where European social-security coordination rules apply, an A1 certificate confirms which country’s social-security legislation applies. It does not determine where salary income tax is payable. The European Union’s explanation of A1 certificates describes their role within that framework.

We recommend reviewing both questions before an overseas hire or permanent relocation. Agree on how employees will report changes in their work location, especially when remote work becomes a permanent arrangement.

The European Union’s explanation of A1 certificates describes their role within that framework.

Paying yourself as a company owner

A founder can perform several roles, but payments must reflect the actual duties performed. Salary relates to employment duties, while board-member remuneration covers management responsibilities. Dividends are distributions of profit. The tax guidance for e-resident companies explains why these payments must be distinguished.

A payment should not be treated as a dividend if it is effectively remuneration for work or management duties. Calling a transfer a dividend does not change its actual substance.

For a non-resident board member, remuneration from an Estonian company is generally subject to Estonian income tax even when management duties are performed abroad. Social-tax treatment must also be reviewed, including any valid A1 certificate under the applicable European coordination rules.

We recommend agreeing on the payment’s classification and supporting documents before transferring money to yourself.

Choosing payroll Estonia support for your business

When comparing payroll Estonia providers, we recommend looking beyond the monthly calculation. Ask how salary changes are handled and who checks unusual payments. Make sure reporting responsibilities are clear before the first payday. For an international team, clarify whether the service covers Estonian reporting only or also coordinates with advisers in other countries.
