class="wp-block-heading">Minimum social tax payment and exemptions

Estonia has a minimum monthly social tax obligation for employers in situations where the statutory minimum applies.

In 2026, the monthly calculation base is €886, resulting in a minimum social tax payment of €292.38 per month.

This does not mean every company must automatically pay €292.38 each month. The obligation depends on the employment relationship and the applicable statutory exceptions.

For example, an employee earning less than the monthly calculation base may still create a minimum social tax obligation for the employer.

However, the Social Tax Act provides exceptions to the minimum monthly obligation for certain categories, including:

Employees receiving a state pension.

Employees who are school or university students.

Employees with officially determined partial or no work ability.

Employees raising a child under three years of age or at least three children under 19.

Other exceptions and special calculation rules may also apply.

These exemptions generally concern the minimum monthly social tax obligation, not social tax on the actual remuneration paid.

For example, if a qualifying student receives a taxable salary below €886, the employer may calculate social tax on the actual salary rather than the statutory minimum base.

The employer must still pay social tax on that remuneration where Estonian social tax legislation applies.

The minimum obligation is not a universal tax on company registration, і the employee’s eligibility for an exception must be checked individually.

For details, see EMTA’s social tax guidance and minimum-obligation exceptions.

Social tax for company owners and e-residents

For entrepreneurs operating through an Estonian private limited company (OÜ), social tax depends on the type of payment made and the person’s activities.

Registering an Estonian company does not automatically create a monthly social tax liability. However, paying remuneration for work or management duties may create tax obligations.

We should distinguish between three types of payments:

Employee salary: Generally subject to social tax when Estonian social security legislation applies.

Management board remuneration: Generally subject to social tax on the actual taxable payment, but not unemployment insurance contributions. The standard minimum monthly social tax obligation does not apply in the same way as it does to employment contracts.

Dividends: Genuine profit distributions are not subject to social tax, but they must not replace remuneration for actual work.

A management board member may also have a separate employment contract for duties outside their management role. In that case, the salary paid under the employment contract follows the relevant employment tax rules.

For company owners, the distinction between employment income, management remuneration and dividends is important.

The Estonian Tax and Customs Board explains these differences in its guidance on labour taxes і unemployment insurance contributions.

Social tax for e-residents working abroad

For e-residents and international entrepreneurs, the applicable social security legislation depends on the individual’s specific circumstances.

The physical location where work is performed is an important factor, but it is not the only consideration.

Other relevant factors may include:

The person’s country of residence and employment arrangements.

Whether work is performed in one country or several countries.

Whether the work is temporary or permanent.

Applicable EU social security coordination rules or international social security agreements.

In relevant cross-border situations, an A1 certificate confirms which country’s social security legislation applies.

E-Residency does not automatically determine social security coverage, і having an Estonian company does not necessarily mean that all remuneration is subject to Estonian social tax.

Before arranging international employment or management remuneration, we recommend reviewing the applicable social security rules.

How to declare and pay social tax in Estonia

Employers report social tax through the monthly TSD declaration, which also covers income tax and other applicable payroll contributions.

The standard deadline is the 10th day of the month following the payment.
